騎單車騎到人身上　男賠100萬元

陳姓男子2011年騎單車，經過台北市環河北路堤外便道時，因低頭看時間，撞上前方一名陳姓行人，陳男整個人壓在行人身上，行人腦部受創、視力受損、牙斷，陳男賠償行人100萬元和解。

陳姓行人認為，管理自行車道的台北市政府水利工程處，設計道路不當，導致陳姓單車騎士視線被橋墩擋住而肇事，另聲請國賠400萬元，但台北地院法官認為，此案是因單車騎士低頭看時間而肇事，判北市水利工程處免賠；仍可上訴。（劉志原╱台北報導）
